On May 5, 2025, Texas Education Agency, TEA, Commissioner Mike Morath sent a letter to Fort Worth ISD informing them that the state may take over district operations following five consecutive years of failing academic ratings. After the release of the 2022-2023 STAAR test results, the Leadership Academy at Forest Oak 6th Grade, received its fifth consecutive "unacceptable" academic rating, triggering the state response. Under Texas Education Code § 39A.111, five consecutive failing ratings trigger mandatory state intervention. The commissioner must either appoint a board of managers to oversee the district or order the closure of the campus. The Leadership Academy at Forest Oak campus was closed at the end of the 2022-2023 school year by FWISD, but according to Morath, the closure "has no bearing on, and does not abrogate, the compulsory action the statute requires the commissioner to take." Superintendent Dr. Karen Molinar informed the FWISD community in May that the district appealed these preliminary ratings and would engage fully with TEA through the appeals resolution scheduled for August 2025.
Action is needed now. Contact your local and state leaders to share your thoughts on the potential takeover of Fort Worth ISD by TEA. Recently released STAAR scores from 2024-2025 indicate improvement across all grade levels in the district, and Superintendent Molinar has shared a bold plan of action to improve student outcomes in the district, especially in literacy. It is important that people making decisions that will impact our children hear directly from parents with students in Fort Worth ISD. Does our district need state intervention?
